明日14時迎客流高峰 40多條線路預警

樂見大陸實施旅遊法

大陸針對旅遊亂象十月起實施「旅遊法」,儲存修正過去零團費、負團費而造成陸客遭強制購物的現象,規定旅行社不得以不合理的低價組團,也不得安排購物或自行付費活動;新辦法將改變大陸目前旅遊形態,立即可見的現象就是旅遊團費增加,相對的短期陸客人數會減少,但就長遠來看,陸客旅遊會趨於正常,整體觀光環境應屬正向。大陸近年經濟發展快速且人口眾多,已是國際觀光出口大國之一,大陸人士出國觀光成風卻缺乏管理,導致亂象叢生;國際觀光國家對陸客又恨又愛,恨的是陸客團多人眾,成群結隊匆匆而來呼嘯而去,不融入當地社會,且行止毫無章法,愛的則是他們的採購能力,陸客所到之處,購物態度已非採買而是掃貨,在賣場搶購視為常態;這些現象,都是過去陸客組團缺乏管理所致。台灣開放陸客觀光,除了第一批來台陸受到正常接待,此後陸客行程就逐漸變質;其實陸客到全世界遊遊,出國組團的方法都類似,即由組團社組團後,交由各觀光地區的接待社帶領四處觀光;大陸組團社扮演組隊旅行的關鍵角色,想要觀光的陸客繳旅費給組團社,而組成的旅行團也由組團社轉手給各觀光區的接待社,亂象也由此發生。接待社想要接團,就必須巴結組團社,為了能接到客人,接待社先是殺價,降價以求若仍不能收到足夠的旅客,激烈競爭的結果就會出現「零費團」,就是接待社只要有旅客,免費也幹,到了後來,連「負費團」也出現,也就是出錢買旅客;參加這些「零負費團」的陸客,是否要付費給組團社我們並不清楚,但是當這批客人落到接待社手上後,mini storage成了待宰的肥羊。因為陸客在觀光旅遊期間的所有固定支出,包括食宿交通司機導遊及接待社人員的薪資,都要在這數天的行程由陸客的口袋中榨出來。陸客在觀光區成了很特殊族群,國內陸客不少,國人也在觀光區「見識」過陸客的各種「行徑」,由於陸客組團的形態類似,因此這種情形並非在國內所特有,而是全世界共有現象。陸客觀光有個順口溜說:「起得比雞早、跑得比馬還快、睡得比賊晚、吃得比豬還差」,到台灣如此,在其他各國也差不多。陸客要觀光,接待社要賺錢,迫使每天行程必須趁早,因為一路上除了表訂行程之外,還要到許多特定購物中心去採買,還要安排些自費行程,吃飯、睡覺最好不在市區,花費較便宜,這些都會增加「旅遊時間」,陸客每天早起趕路,半夜才能住店,這是零團費必須付出的辛苦代價;若陸客不隨著接待社安排起舞,還可能受辱;網路上就流傳著陸客在香港旅遊,因為購物不熱烈,遭到導遊痛罵的影片。大陸是新的「旅遊法」不但對大陸境內,甚至對全世界的觀光區都會有影響,如今陸客團不能安排購物、不能有自費行程,團費必會增加,對各國觀光是否會有負面影響,也不盡然。以國內而言,起碼觀光區的藝品店可以不必再大做黑心生意,陸客在台行程也不必自清晨到黑夜全日拉車,陸客在台的車禍比率必可降低,不趕行程的陸客,必可緩解觀光區被陸客團塞爆的現象,在國人的眼中可以更有尊嚴;而且陸客來台自由行人數必會增加,觀光局也將把陸客自由行人數由每天二千人提高為三千人,讓陸客可有更深入了解台灣的機會。self storage

Source: Albuquerque Journal, N.迷你倉M.Sept. 28--WASHINGTON -- As the federal government hurtles toward a possible government shutdown beginning Tuesday, thousands of federal employees in New Mexico are bracing for the possibility of furloughs and lost paychecks.Nationally, a shutdown could result in the immediate closure of about 400 national parks and monuments -- 11 of them in New Mexico -- thousands of unprocessed passport applications, suspension of most work at the Bureau of Indian Affairs and other cessation of services across the federal government.The U.S. Senate voted Friday to approve a so-called continuing resolution that would keep the government operating until Nov. 15, but it is unclear whether the Republican-controlled House will approve the measure in a vote expected today.Without House approval of the Senate bill, or some other eleventh-hour compromise, all but essential federal government operations will cease at midnight Monday."A government shutdown would be incredibly destructive to New Mexico," said Sen. Tom Udall, D-N.M. "It also would come when the state badly needs federal assistance to recover from the (recent rain) storms. I'm doing everything I can to prevent this."Udall and Sen. Martin Heinrich, D-N.M., both voted Friday for the resolution to continue keep government open."A government shutdown would ripple throughout the entire economy, shake consumer confidence, delay critical services for seniors and veterans, and hurt hardworking middle-class families in New Mexico," Heinrich said after the vote. "I urge House Republicans to be responsible and work with Demo- crats to get this bill passed, and to send it immediately to the president." In the event of a shutdown, Social Security and Medicare benefits would still be available, and the Postal Service would still deliver mail because its operating budget is paid through revenues.The shutdown could affect paychecks for about 2,100 Pentagon-funded civilian employees at Kirtland Air Force Base, and about 4,000 other workers at New Mexico military installations.Civilian employees at other military installations could also feel the pinch.White Sands Missile Range employs about 2,450 civilian personnel, said public affairs chief Monte Marlin, though not all of them work for the Defense Department.Holloman Air Force Base near Alamogordo has 840 civilian workers facing potential furloughs, officials said. Hale told reporters at a briefing in Washington on Friday.Paychecks for service through Sept. 30 would be issued, but if the shutdown dragged on, military personnel would not get paid on Oct. 15, Hale said.The military would also halt other payments, such as death benefits to armed services family members, he said. So it's probably not a surprise that businesses are looking to the new Affordable Care Act to save some money.Over the past few months, companies have been weighing whether to drop their own health care coverage and refer their employees to the new health care marketplace for their care.The new health care exchanges -- which have since been rechristened by the federal government as the "marketplace" -- will open on Tuesday for participants to compare their choices. The new insurance plans will go into effect on Jan. 1.The rules are complex -- companies with 50 or more employees will be required to provide health care for 95 percent of their full-time employees. And the cost of care can't be excessive, which the government defines as 9.5 percent of wages.Businesses covered under the law will be assessed penalties of $2,000 per employee per year beginning in 2015 if they don't provide health care coverage to 95 percent of their full-time employees.While legislators never intended for the marketplace to replace traditional employer-provided health insurance, many companies are weighing the costs and benefits of dropping their coverage and paying the penalties.While some smaller companies will probably opt to shift their employees to the exchanges and pay the penalties, many larger ones have decided that while that might be a good decision financially, doing so likely would make it harder to attract and retain workers.With the plans so new and complex, we asked a few employment experts for their advice for both employers and employees. Here is what they said:Q: Are companies considering whether to shift their employees to the marketplace?A: It's very alluring to employers to get rid of health care altogether, said John Hennessy, national practice leader for health and welfare at the Hay Group in Dallas. Instead of spending $6,000 or $7,000 a year, they figure they can pay the $2,000 penalty and be done with it.But most employers are not pursuing that option, Hennessy said. They may in the future, but they're not going that route now.Companies offer benefits to attract and retain talent, he said. But if they remove one of the key benefits -- health care -- it will likely drive the talent away. They'll go to work for the competition instead."You don't want to be the only one doing it," he said. And the idea of the social contract -- the unwritten pact between employee and employer -- hasn't completely disappeared.The thinking still goes: "With a good job, you get good insurance."Q: Health insurance is expensive. Is it a good idea for employers to shift their employees to the exchanges?A: "Essentially you're giving employees a pay cut," said Jesse Gelsomini, a lawyer who specializes in employee benefits at Haynes and Boone in Houston. Most employers subsidize the cost of employee mini storagensurance, he said.By saying, "You're on your own," the employee would lose that subsidy as well as taking on a sizable tax burden, he said. "It could be a significant hit to the employees' wages."Q: What are the taxing implications?A: Currently, very few employee benefits get the "amazing tax treatment" that health plans enjoy, Gelsomini said. Neither companies or employees pay taxes on the cost or benefits of health plans.The employer portion is also fully deductible as a business expense, he added.However, under the new Affordable Care Act, an employee who doesn't qualify for a government tax subsidy will have to pay for the coverage on an after-tax basis.Q: Are there other reasons employers might be reluctant to move their employees to the exchanges?A: Imagine you're an employer with at least 50 employees and you have a skilled workforce, Gelsomini said. Even if you figure you'll save a few bucks, do you want to run the risk of losing good employees?Q: Do you see signs of companies dropping their coverage and moving employees to the marketplace?A: It will be more common among smaller employers, especially those with contingent workforces, said Michael Barbour, the partner who leads the health care practice in Houston for Mercer, a benefits consulting firm.
