旅遊法今生效 正視旅客陋習

人大於三月通過的旅遊法今( 一)日生效實施。生效前,儲存港媒廣泛談論「零團費」禁令,卻未觸及北京官方提及的旅客陋習和「國際負面影響」。旅遊法共十章,第二章「旅遊者」(第九至十六條),是對旅客權益、行為的規範,包括「在旅遊活動中應當遵守社會公共秩序和社會公德……愛護旅遊資源,保護生態環境,遵守旅遊文明行為規範」(十三條)。此規定關乎旅客的個人素質(或曰國民素質)。在旅遊法生效前不久,中共中央機關報《人民日報》以一大版的篇幅,述評旅客的「十大旅遊陋習」、如何達致「文明旅遊」。它發表人民網的調查報告:<十大旅遊陋習,哪個最令你深惡痛絕?>s。調查的結果是:民眾最為反感的,是「隨地吐痰」,接近百分之六十三。居第二的,是「亂丟垃圾」,超過百分之六十。「插隊加塞」(指「打尖」再加報紙、背囊等霸位)排第三,超過百分之五十七。第四,是「大聲喧嘩」,佔近百分之五十七。「亂寫亂刻」(塗鴉)排第五,超過百分之五十六。「亂闖紅燈」和「衣�不得體」等亦在「反感」之列,後者居第十。《人民日報》有如下的評論:「一些陋習也被帶出了國門,不文明行為影響了中國遊客在國際上的形象。」安徽環球國際旅行社營mini storage總監夏金菊稱:「部分中國遊客存在的不遵守排隊秩序、隨地吐痰、就餐失儀的情況還是亟待改善的。」較早前,汪洋召開實施旅遊法電話會議,已提到外出旅遊的陋習:「部分遊客的素質和修養還不高。公共場合大聲喧嘩、旅遊景區亂刻字、過馬路時闖紅燈、隨地吐痰等不文明行為,也常常遭到非議,有損國人形象,影響比較惡劣。」中國大陸去年的人均GDP,首次超過六千美元(香港逾三萬六千、台灣逾二萬二千),出境旅遊者增加,去年超過八千三百萬人次,其中大部分是到香港旅遊。對於北京官方提到的「十大陋習」,港人早已領教。除了「十大」之外,吹大牛皮、貪小便宜、群吵群打和「拳頭自由行」,也早已是網絡上的「公眾話題」。不少「自由行」者誇誇其談「來旅遊對香港有貢獻」,卻常在火車站和輕鐵車站逃票佔便宜;在巴士上,兩個家庭成員為小事大聲吵鬧以致打架,也不鮮見。更有少數「拳頭自由行」者,動輒伸拳恫嚇。北京官方對扭轉陋習「高度重視」,上海提出的勸告語,有:「不要踩踏坐便器」、「不要在博物館吃東西、喝水」,可謂用心良苦。但陋習能否改善?要看地方官吏和業者是否執行旅遊法,旅遊者是否守法、守規矩、為「個人素質」做點功課。丁望self storage

NM says it's ready for Medicaid expansion

Susana Martinez announced New Mexico would expand its Medicaid coverage to an estimated 170,000 adults by 2020, her administration says it's ready for the wave of new enrollees.Though newly eligible individuals under the expansion will not be able to receive Medicaid benefits until January 2014, they can begin applying for benefits on Tuesday.The expansion will take effect at the same time that significant other changes -- known as Centennial Care -- are being made to the state's Medicaid program in an attempt to drive down the cost of providing health care."Important changes are on the way," Martinez said. "We are expanding basic health care coverage to up to 170,000 more New Mexicans in need.""And through Centennial Care, we are reforming the system to be more patient-centered and offer incentives for healthy living, good follow-up care by hospitals, and less usage of costly emergency rooms for non-emergency purposes."While the federal government will foot the bill -- at least initially -- for the Medicaid expansion, the state is largely responsible for integrating the newly eligible New Mexicans into the joint federal-state health care program.To that end, the state's Human Services Department has set up a phone hotline and a website, while an additional 75 workers, approved in this year's state budget, will be deployed around New Mexico to the 44 field offices the agency runs.In addition, HSD is holding 200 meetings around the state to inform New Mexicans about the pending Medicaid changes, including expansion.The agency estimates 133,400 additional New Mexicans will be added to the state's Medicaid rolls in 2014, with more people being brought on in the coming years.Roughly 560,000 New Mexicans -- or more than one in every four state residents -- are currently on Medicaid, meaning the total number of people receiving benefits through the program is projected to top 700,000 by mid-2015.About half of the people expected to be covered under the Medicaid expansion are already enrolled in a limited state benefit program and will be automatically enrolled into Medicaid, according to HSD.However, the nonprofit New Mexico Center for Law and Poverty is concerned that some New Mexicans won't find out that they will soon be able to qualify for Medicaid.Shireesa Manne, a staff attorney for the Albuquerque-based organization, said many New Mexicans seem to be confused about the changes on the horizon. She said she hopes HSD ramps up its outreach efforts in the coming months."I think people are in the dark right now about Medicaid enrollment," Manne told the Journal . "With the current efforts, we would be very surprised if they met their (enrollment) target."Uncharted territoryMedicaid has historically provided health care coverage primarily for low-income children, pregnant women, disabled adults and the elderly.Under the expansion, however, low-income adults will likely make up the majority of the individuals added to the state's Medicaid rolls.The expansion population could include homeless people, individuals with mental health problems and people only able to find part-time employment.The long-term cost of providing health care coverage to newly eligible New Mexicans is unclear."I don't think we know, for sure, the health status of those who are going to be coming onboard," HSD Secretary Sidonie Squier tolself storage members of a legislative budget committee last week.Here is what is clear:Under expansion, states can -- starting in January -- provide Medicaid benefits to adults earning up to 138 percent of the federal poverty level, or about $15,288 per year for a single adult. Those thresholds change for single parents or families.To pay for the additional health care coverage, HSD has submitted a budget request of $5.8 billion to the Legislature for the coming fiscal year. Of that total, slightly more than $1 billion would come from the state General Fund and the rest from the federal government.Medicaid expansion is a key piece of Obamacare, or the federal Affordable Care Act, which was signed into law in 2010 with the goal of ultimately providing all Americans with health care coverage.Participating in the expansion is optional since the U.S. Supreme Court ruled in 2012 that states could decide whether or not to grow their Medicaid ranks and accept the additional federal funding.Martinez, who was elected in New Mexico in 2010, became one of the few Republican governors to approve Medicaid expansion in January of this year."I may be a Republican, but I make decisions based on what's best for New Mexicans," Martinez said.She said the Medicaid expansion and increased access to increased health care has the potential to increase the well being of New Mexico families. The additional federal spending will also help the state's budget, she said.Challenges remainAmong the challenges posed by the Medicaid expansion are the state's shortfalls of doctors, nurses and other medical professionals.During a recent speech in Las Cruces, Martinez said New Mexico currently has a shortage of between 400 to 600 primary care physicians. Medicaid expansion will create a need for even more health care providers, she said.To address that need, Martinez said her administration is coming up with initiatives that -- once unveiled -- will be specifically geared toward lightly populated parts of the state."We need an economy in New Mexico that is built to lead in health care, particularly in response to the increased demand for primary care practitioners," Martinez said in a statement provided by her office. "We are looking at options for meeting this need in a way that benefits the economies of rural areas in particular."State lawmakers have also picked up on the concern."We're getting all this coverage for new people, but we don't have the providers," said Rep.   本報記者 曾福泉  世界正在準備迎接科學問題和產業技術的新一輪密集突破。  未來5至10年,迷你倉我們對於宇宙的演化、物質的結構、生命的起源與進化、意識的本質等基本科學問題,將可能獲得全新的認知。  未來10年間,新能源、新材料,信息傳輸、糧食生產、人口健康等與我們日常生活息息相關的領域都將成為研發熱點,而人類對於遙遠空間和廣闊海洋的探索也將繼續深入。  面對這一正在全球發生的新科技革命的徵兆,中國期待抓住機遇,把握關鍵領域和方向,謀取主動權。  今年,由中國科學院院長白春禮提議和領導、200余位專家參加研究的《科技發展新態勢與面向2020年的戰略選擇》研究報告正式發佈。報告聚焦未來10年世界科技走向和中國戰略布局,得到普遍關注。科學前沿風景如何?技術發展藍圖怎樣規劃?本報記者趕赴北京專訪研究報告總體研究組組長、中國科學院副秘書長潘教峰,對報告做進一步解讀。  多少奧秘即將揭開  人類對於自然界的好奇心永未休止,在科學家孜孜不倦的探索中,我們正在眺望破解大自然種種奧秘的新的曙光。研究報告預測了未來10年間世界可能發生的22個重大科技事件,人們對於宇宙萬物的認知由此又將發生革命性的改變。  潘教峰說,參與報告研究和撰寫的�多專家認為,這些可能發生的科技事件,重要性與人類歷史上極具突破意義的科技活動和成果相當。"比如電磁感應現象的發現與電磁理論的創建,帶來了電力革命;黑體輻射現象的發現導致了量子力學誕生。當代中外科學家正致力于一些最前沿的研究,其價值可與這些歷史上的偉大成果相比。"潘教峰說。  物質世界何以存在?經過科學家的不斷追蹤,世間萬物質量產生的源泉——被稱為"上帝粒子"的希格斯(Higgs)粒子是否存在將在最近幾年內得到確認。潘教峰介紹,去年,科學家們已經通過大型強子對撞機發現了一個類似希格斯粒子的新粒子。如果進一步的數據確認這就是希格斯粒子,通過研究其性質,人們對微觀世界的認識將提高到一個新的水平。  對暗物質粒子的探測和研究也有可能取得突破。宇宙中85%的物質都是暗物質,是超出粒子物理標準模型的全新粒子,人們對其一無所知。現在,利用地面大型探測裝置及空間探測實驗,科學家正在試圖揭開這一與宇宙起源與演化直接相關的謎團。潘教峰說:"探測到暗物質粒子並揭開暗物質之謎,將是21世紀人類最偉大的科學發現之一。"  生命科學領域也展現出了誘人前景。2010年美國科學家培育出了由人造基因組控制的、可自我複制的細菌細胞,標誌著人類實現首個"人造生命"。未來10年,人工設計併合成生物分子、細胞器甚至真核細胞染色體都有望取得重大突破。科學家還致力于解析腦功能連接組,有望在10年內繪製出人腦神經連接線路圖,以解釋人腦工作的機理,探索意識與思維活動的本質。  此外,人·機·物三元融合、太陽能光伏發電平價上網、石墨烯成為"後硅時代"的新潛力材料……這些都將是未來10年人們可能見證的重大科技事件。  科技突破與中國智慧  在朝著科技突破進軍的科學家的行列中,不乏中國科技工作者的身影。潘教峰說,在世界可能發生的重大科技事件的一些領域和方向上,中國正在加快和加強布局。  為了探究宇宙起源問題,科學家們文件倉圖解釋"反物質消失之謎"。目前的理論認為,宇宙大爆炸產生的正物質和反物質應該一樣多,但在自然界並未觀察到反物質,而中微子振蕩實驗最有希望解釋這一謎題。大亞灣反應堆中微子實驗首次確定了最後一個未知的中微子混合角,使我國成為該領域的"領頭羊"。研究報告提出,將江門中微子實驗工程作為國家重大科技基礎設施加快部署。  量子信息技術同樣將在未來5至10年取得重大突破,為構建下一代信息技術奠定基礎。其中,量子計算可以實現超大規模計算能力的飛躍,量子仿真可以模擬複雜的物理系統,而量子通信則可以提供絕對安全的信息傳輸方式。我國在量子通信領域將可能于國際上率先取得重大突破,完成人類歷史上首次星地量子實驗。潘教峰說:"通過系統發展這一實驗的關鍵技術,中國的信息安全、尤其是通信安全將得到一個全球覆蓋的可靠'盾牌'"。  我國的青藏高原是未來地球系統研究的寶貴材料。"未來地球"新計劃改變傳統思維模式,考慮氣候變化達到極限狀態和人口規模達到地球承載力飽和點時的資源環境問題。青藏高原這片年輕的土地與全球變化緊密相關,青藏高原未來地球系統研究將成為地球科學研究的突破點;在這方面,我國具有不可替代的區位優勢和研究優勢。  潘教峰介紹,我國科技研究已經從過去較多地跟蹤國際熱點逐步向同步行進轉變,未來還將在更多領域取得引領地位。  創新贏取永續發展  研究報告同時預測了未來5至10年中國可能發生的19個重大科技突破。潘教峰介紹,判斷的標準有若干方面:或是對世界科技發展有重要貢獻的原始創新,解決公認的重大科技問題,足以載入世界科技史冊;或是打破高技術壁壘,帶動中國產業跨越式發展,對國計民生作出重大貢獻;或是變革性的技術創新,開闢新的市場,形成新的產業。"如人工合成牛胰島素、陳景潤在證明哥德巴赫猜想中作出的重大貢獻、超級雜交水稻的培育、漢字激光照排技術的發明……類似這樣的重大成果。"潘教峰說。  這些即將到來的科技突破,許多都源於中國經濟社會轉型的迫切需求。比如,在先進材料領域,我國高性能鋼鐵等基礎原材料均有望在未來數年內于質量方面達到世界先進水平,屆時,高鐵、核電、大飛機等國家重大工程的關鍵材料將不再依賴進口,實現自給。潘教峰說,鐵基超導體和納米孿晶強化金屬等研究有望取得原創性重大突破,形成新理論,並可望獲得實際應用。  又如,我國能源與資源短缺問題日益突出,已探明的油氣資源與大宗礦產資源嚴重緊缺,在煤炭資源的清潔高效綜合利用、地球深部勘探等領域,國家已做出部署,研究報告認為,在未來10年間將可能取得突破。煤炭變油氣、煤氣化工業技術等將取得重大進展,煤聯產電力等將逐步形成規模產業,大幅降低煤耗、水耗和二氧化碳排放。而在"攻深找盲"的勘探領域,裝備、軟件、成礦規律研究和勘探實踐緊密結合,我國"地下4000米透明計劃"亦有望取得突破性進展。  潘教峰說,《科技發展新態勢與面向2020年的戰略選擇》描畫了未來10年世界科技的發展圖景,有助于引發思考,形成共識,聚集創新資源解決重大問題。研究報告表明,中國只有走創新驅動、內生增長的道路,建立科技引領經濟社會持續發展的機制,才能在新科技革命浪潮的國際競爭中贏得主動、占得先機。存倉

DeBartolo stayed to help.Two years later, DeBartolo, 27, is still here, finishing his unanticipated stint as director of the one of the county's main recovery arms. He'll leave town with a wife of his own, too, his high school girlfriend with whom he only reconnected when Irene brought her back to the valley after the storm washed through her parents' house."It's all certainly been pretty unexpected," DeBartolo said. "Now is just the right time to move on."This past weekend was DeBartolo's last with Schoharie Recovery Inc. Since Irene, the organization has helped more than 1,110 of the roughly 1,950 homes damaged in the area. Most of the work that is left will take years to finish. Some homeowners are still wrangling with insurance companies. Others who had their houses destroyed are still slowly moving down the long road to rebuilding.DeBartolo and his fiance, Alison Bryant, will be married on Oct. 11 and then will travel to Peru to work with malnourished children. The couple then plan to come home for the holiday season before moving out to Colorado to get DeBartolo's stuff, which has been sitting in storage for more than two years. Howard admitted to endorsing the check, and told police that someone named Magic or Steve hired him in Dallas to move bags of dirt and rocks at an unknown residential location in College Station. "I'm surrounded by the food and entertainment and enjoy seeing the people who return year after year to enjoy the festivities."Those who visit Bedford each autumn for the annual festival often leave with memories as vivid as the bright colors of the trees.The festival in downtown Bedford features more than 400 arts and craft exhibitors, festival foods an antique car parade through Bedford and children's activities.The Vogues, Etta Cox and Richie Fields are some of the performers scheduled for the two-weekend fete. "Our philosophy is if it's not broke, don't try to fix it."It is far from broken as the festival is thriving and attracts tens of thousands of visitors."We have visitors come from all over the Eastern Seaboard,"?Housel said.Many people drive from Pittsburgh, Baltimore and Washington D.C."I would say one-third of our visitors are local, one-third are regional, such as Cumberland and Hagerstown (Maryland) and one-third is from over 200 miles away," Housel said. "People find our prices reasonable and return to support our local businesses and organizations."Housel said one of the festival's favorite attractions is the antique car parade scheduled for 2 p.m. Oct. 12."The festival actually began as an antique car show and over the years it has grown," Housel said. "The first show featured only 12 cars. Free trade zone declared open for business

發改委整頓雲南海南兩地旅遊市場 39家旅遊企業被罰1800萬

《政策解析》獨家揭露最新草案 企業濫用恐惡化五大解方 終結人力派遣亂象

延宕十多年的《派遣法》草案,self storage終於在今年六月又重啟研議大門,此次修法,有關企業使用派遣比率無上限、僅排除六大行業用派遣等規章,讓勞工團體和學者跳腳。針對台灣派遣亂象,到底該如何解? 撰文•賴若函 台灣的派遣勞工高達五十七萬人,卻無「法」可管!原本只該作為短期彈性人力需求的派遣方式,現在都已經變質。不但企業濫用,非短期職缺也用派遣,而原本應該保護勞工權益的政府,更帶頭作「表率」,成為使用派遣人員的大本營。 相較於部分工時(打工族)、承攬(外包)、約聘雇這三種常見的非正職工作,派遣形式對勞工更沒有保障。由於派遣人員每天上班的地方(要派單位),所面對的主管並不是雇主,派遣公司才是雇主,以致於一旦發生職場糾紛時,派遣公司與要派單位往往互踢皮球,誰也不願承擔責任。 根據勞委會○九年至一一年的專案調查發現,派遣業者違反《勞基法》的比率平均高達八五%!日前媒體報導,一位台電派遣人員在工作現場遭遇性騷擾,結果因台電堅持不是雇主而躲掉罰則。另有一位十九歲莊姓學生,由雍興派遣公司安排到第一銀行工作,月薪僅一萬八千元,卻被第一銀行以「未即時幫副總開門」及「穿著牛仔褲」等理由違法解雇,事發後第一銀行表明和莊同學無聘雇關係,而派遣公司也撒手不管。 理論上,政府可用《勞基法》向派遣業者開罰,實際上卻難以執行。因為派遣業沒有專法管理,一遇到糾紛,業者就惡性倒閉落跑,讓受害者求訴無門,無怪乎派遣人力被視為勞工界的「孤兒」。 ○一年,台灣第一次提出《派遣法》草案,至今已經過了十二年,卻還無法通過執行。雖然部分勞工團體擔心《派遣法》會讓「派遣」合法化,但是無法可管,只會讓派遣問題愈來愈嚴重。 今年九月底,勞委會擬再提出新版《派遣勞工保護法》草案,《今周刊》獨家取得這份研擬中的草案。如果派遣勞工要得到合理保障,建議修正以下五點。 解方 正面表列行業別 避免濫用首先,到底誰可以使用派遣人力? 目前,在無法源情況下,台灣各行各業都在使用派遣工,連媒體機構也不例外,像是公廣集團在全員不到八百名的人力編制中,就有兩百多位派遣勞工,比率超過四分之一;原住民電視台則幾乎所有人員都是派遣勞工,也就是說,從台下導播到台上的主播,每一個人的工作都可能朝不保夕。 政治大學新聞系副教授劉昌德說,主管不願納編的心態,造成長期高比率派遣,像是客家電視台的情況就好很多,願意適時將派遣轉正職。 許多學者不約而同表示,應採取「正面表列」的方式,在法律中明訂哪些行業別,以及該行業的何種職缺,符合「短期人力需求」。目前在勞委會的草案中,台灣採取「負面表列」,也就是列出不能使用派遣的行業,沒有列入者都可以使用派遣人員。 而台灣規定不能使用派遣的業別為:醫事、保全、航空、大眾運輸業駕駛、漁船船員以外的船員和遊艇駕駛、採礦六大類別,遺憾的是,許多大量使用派遣工的行業,都未列入規範。 政治大學勞工所教授成之約說,德國採取負面表列,是因為工會很有影響力,可以制衡雇主濫用派遣工;然而,台灣工會力量相當薄弱,加上《派遣法》草案中,沒有明訂企業使用派遣人員比率上限,照現行草案執行,只會造成情況更惡化。 同樣是工會力量微小的日本,最初使用正面表列,二○○○年起改用負面表列後,整體派遣狀況惡化,去年又改回正面表列,就是因為嘗到此苦果。 解方 公部門不使用派遣 防公僕失能值得注意的是,被勞工團體和學者點名大量使用派遣人力的公部門,竟完全不在《派遣法》草案限制內。 在勞委會○六年的調查中,公部門雇用派遣勞工的比率高達四成。政治大學法律系助理教授林佳和說,某一次他帶著來自德、日、韓的學者拜訪勞委會,當時主委王如玄提了一個問題,「貴國公部門如何運用派遣人力?」結果在場學者面面相覷、不知如何回答,因為在他們的國家,政府是不使用派遣人力的。 「我反對公部門使用派遣人力,」成之約毅然表示,政府並不需要因應景氣變化而有彈性運用人力的需求,最好直接雇用,不然就公辦民營,使用外包的方式。 至於「人事預算凍結、無法增加正式人力」的說詞,也是台灣公部門僵化的制度使然。在美國,公部門要用多少人是看績效,所以要檢討的是制度上的僵固性,而不是給予政府使用派遣人力的正當性。 成之約也提到,去年年初,行政院要求各公部門控管派遣人數,勞委會今年看似派遣人數大幅下降;但其實只是以偽裝外包方式,找內部的正職人員出去管理他們,形成「假外包、真派遣」的局面。 解方 簽訂正常聘雇契約 保障勞工權益當勞工與派遣公司簽約,應該規範簽訂「正常聘雇契約」,而不能簽「定期契約」。派遣公司mini storage須負責引介勞工到不同的公司進行一段期間的工作,然後期滿再由派遣公司轉往下一個工作。 「台灣政府好像人格分裂,法和現實是兩回事。」林佳和說,政府宣稱,派遣業者與勞工簽的是「不定期契約」(意即長期雇用),但是○八年,當奇美電子以要派公司的身分,用簡訊方式解雇三千多名派遣勞工時,也不見派遣業者出面或政府介入,導致這些人一夕間斷了生路。 文化大學助理教授李健鴻指出,中國過去的派遣勞工一度高達兩千萬人,但當中國政府意識到派遣的氾濫後,○八年修改《勞動合同法》,明訂派遣的臨時性、輔助性和替代性:即勞務派遣期不得超過半年,不然就得用正式員工。五年下來,有效抑制企業「假派遣、真雇用」的狀況,派遣勞工降到六十四萬人。 在《派遣法》的草案中,針對類似狀況,並未強制要求雇主一定要改聘為正式員工,只在第八條說到當派遣勞工在同一要派公司工作滿一年,可以書面方式要求成為正式員工;要派公司如果十日內沒有回覆,就視為同意。也就是說,要派公司只要在十日內拒絕,還是能繼續以派遣方式雇用,所以,此機制等同虛設。 解方 採許可制 提高派遣業素質有關對於派遣業者的管理,也是關鍵的環節。政府應該仿效各國採取「許可制」,而非「報備制」,要求業者須具有一定的資本額、定期回報其派遣人力的狀況。李健鴻表示,惟有許可制才能廢止派遣亂象,派遣業者必須每一季回報人數給主管機關,若勞委會覺得人力不足,可下放權力給地方主管機關。 成之約表示,目前台灣的派遣業者良莠不齊,有外資色彩的業者,通常較會慎選要派公司,不去惡性競爭、壓縮利潤空間,相對保護到派遣勞工的權益;但林佳和也指出,台灣兩千多家派遣業者中,有很多「一人公司」,由於無法可控管,每當勞工發生職災,要派公司不理,派遣業者便惡性倒閉、逃之夭夭。 舉一個悲慘的案例,一○年,六十三歲的蘇先生透過派遣業者轉介,到高速公路局承包商興安營造底下工作,沒想到上工第一天就發生意外遭活埋。事發後,營造公司將責任推向派遣業者,但派遣業者卻只投保意外險,沒有勞保職災保險,導致被害人得不到職災補償,「一雇二主」又無法可管的派遣工作形態,使勞工在遇到職災經常求償無門,告上法院又耗時費神。 解方 落實同工同酬 以價制量此外,雖然此版草案提到需要給予派遣勞工薪資平等的保障,但也沒有把話說死,派遣單位仍可依據績效、工作經驗或其他理由,排除同工同酬的規定。 林佳和說,在歐洲各國的立場,為了不鼓勵派遣工作過多,所以要求一樣的薪資、抑制企業使用派遣的數量;站在人權的角度,和正職人員既是做同樣工作,就應該給予平等待遇。 過去的《派遣法》草案,都讓學者搖頭,認為只是順應現狀,沒有改善的企圖,特別是在訂定企業使用派遣人數上限的部分,六月的草案中,有一版本更完全放寬、沒有比率限制,讓許多學者和勞工團體氣到跳腳。勞委會勞資關係處代理處長王厚偉則表示,近期最新的《派遣法》草案即將出爐,目前正在修正討論中。 若不正視派遣亂象,遲早有一天,台灣會成為下一個美國,派遣成為常態雇用關係,更多年輕人從進入社會,就只能和隔壁同事做著同樣工作,卻在薪資、福利上矮人一截,長此以往淪為窮忙族,台灣的經濟動能恐怕也將減緩。 同工同酬、職災補償有譜? ——勞委會研擬中的《派遣法》草案,可解決什麼問題? 派遣人力目前困境 現行草案是否解決? 派遣業者與勞工簽訂定期契約(登錄型派遣),導致要派單位解雇勞工後,派遣業者不須負擔解雇成本,也不會代為轉介下一工作。 是連續做了好幾年同樣的工作,卻無法要求由派遣轉正職。 否派遣勞工無法享有年假、病假及育嬰假等權利。 是發生職災時,要派單位和派遣業者都不負補償責任。 是同工不同酬。 是各行各業都在濫用派遣,包括公部門。 否要派單位使用派遣人數無上限。 否假外包、真派遣。 否資料來源:《派遣法》最新版草案法案延宕12年,派遣人力沒保障 ——派遣相關法案大事紀1999年 經濟部商業司開放「人力派遣業」。 2001年《派遣勞動法》草案正面表列共23種業務可用派遣;派遣期間凡超過一年,就可轉正職。 在立法院胎死腹中2005年《勞動派遣法》草案從正面表列轉為負面表列;派遣業者需要申請執照;要派單位應負起派遣工的職災責任。 立法院一讀未過 2010年 《勞基法》增訂派遣專章 放寬定期契約;派遣比率不得超過受雇員工的3%(經勞資會議同意可至5%、工會同意可至20%)。 此案進立法院,但仍未通過2013年 《派遣勞工保護法》草案取消企業使用派遣人數的上限;必須同工同酬。 勞委會正研擬送行政院中 迷你倉

網禁未解 金融界:難與港競爭

She places them in giveaway plastic cups and arranges them on a table, bouquets of information to catch the eyes of passers-by.Soon enough, a woman attending the gay pride festival stops to talk. "I'm really confused," she says, about the new federal law that requires everyone to have health insurance.Davis explains the insurance marketplace, where federally subsidized plans will soon be available for sale, and hands the woman some literature on how to enroll."If you get lost in the process, call me," she says.People like Davis are on the front lines of a national effort to educate the public about the Patient Protection and Affordable Care Act, a complex set of rules and regulations perhaps best known as Obamacare.Funded by federal grants, the so-called navigators and certified application counselors will be helping those who don't have insurance find ways to get it, as the law prescribes.They will be at places like Pride in the Park, community meetings, health fairs, lecture halls, churches, libraries and one-on-one enrollment appointments in the coming months.From day one, the navigators faced a tight deadline: Be ready to help low- to moderate-income people sign up for insurance on the marketplace by Tuesday, when open enrollment begins.After starting their jobs in late summer, Davis and her colleagues took online training courses and began to cram for opening day. As they worked, opponents of Obamacare continued their efforts to dismantle the program -- sowing even more confusion among a public that the navigators hope to inform.About half of Americans, 51?percent, polled by the Kaiser Family Foundation in August said they don't have enough information about the law to understand how it will affect them, three years after its passage.Almost as many, 44 percent, were either unsure if the Affordable Care Act remained in effect or believed it had been repealed."The biggest challenge we face is misinformation," said Davis, the outreach coordinator for New Horizons Healthcare, a nonprofit community health center in Roanoke, who is serving as a certified application counselor.Davis and her colleagues are tasked with avoiding political minefields while leading their advisees through the steps of online enrollment.First, someone must determine if he is eligible for reduced-cost insurance -- just how reduced depends on where his income falls on a scale of up to four times the federal poverty guideline. Then, after considering copayments and deductibles, he must select one of the private insurance plans offered on the U.S. government-run marketplace that best meets his financial and health needs.People with decent insurance (the majority of Virginians) will not be directly affected by the law. Those on the other end of the financial spectrum might qualify for Medicaid, the government insurance program for the poor and disabled. But that would depend on whether an expansion of Medicaid, another key provision of the Affordable Care Act, happens in Virginia. That won't be clear until well after marketplace enrollment begins.In other words, it could get complicated.Leaders not on boardWith the national launch of the insurance marketplace just two days away, there's not exactly a buzz in Virginia.This is the state, after all, where Attorney General Ken Cuccinelli sued unsuccessfully to stop the Affordable Care Act, Gov. Bob McDonnell decided against a state-run marketplace, and the General Assembly remains cool to the idea of a Medicaid expansion.In fact, Virginia ranks second-to-last in the nation in the per-capita amount it is spending on educating the public about the insurance marketplace.According to an analysis by Kaiser, a nonpartisan health care institute, Virginia is spending $1.64 per nonelderly, uninsured resident to get the word out. And that money is coming from the federal government.Only New Jersey spends less, $1.52 per resident. Hawaii was the top-spending state, at $67.54, while the District of Columbia is devoting $101.75 for each of its residents."Virginia has failed our people by declining to apply for all the resources available to ensure access to information to help Virginians enroll in the new Health Insurance Marketplace," said Sandra Cook, chair woman of Virginia Organizing, a citizens advocacy group that supports the health care law."While other states aggressively sought to fund education and outreach efforts ... Virginia's governor, attorney general and General Assembly fought implementation every step of the way," Cook said.Under the Affordable Care Act, states can create their own insurance marketplaces or use one run by the federal government. Virginia has chosen the latter.The 16 states, plus the District of Columbia, that have created their own systems have had greater access to funding to promote the programs, a report by Kaiser concluded last week.That means that states using the federal model might have a harder time reaching all the eligible participants, potentially diminishing the program's viability.States with their own marketplaces have come up with catchy names -- MNsure in Minnesota, kynect in Kentucky -- and splashy websites, social media campaigns and public promotions.In Virginia, residents looking to sign up will go to the stodgier Health Insurance Marketplace at healthcare.gov. But they won't get much help from the state.The Virginia Department of Health "has not been charged with community outreach," spokeswoman Michelle Stoll said. Local health districts will refer clients with questions to the community organizations that received navigator grants from the federal government, she said.The state Department of Social Services is carrying some information about the new law on its website.In August, the U.S. Department of Health and Human Services awarded $67 million in grants to organizations in all 50 states to serve as navigators.Nearly $1.8 million went to two Virginia organizations. The Virginia Poverty Law Center has placed navigators at legal aid offices around the state, including in Roanoke and Christiansburg. Richmond-based Advanced Patient Advocacy is establishing navigators at various hospitals, including LewisGale Medical Center in Salem.New Horizons, the organization for which Davis works, also received an $87,000 grant to fund certified assista儲存ce counselors, which are similar to navigators but receive less federally mandated training.'Obstruction and harassment'In a windowless office at Legal Aid Society Roanoke Valley, Patrick Kelly's desk has the uncluttered look of someone brand new to his job.Next to one of the two computers is a certificate dated Sept. 11 from the federal government, attesting that Kelly has completed the 20 hours of training, followed by an exam, that is required of every Obamacare navigator.As an attorney and an amateur actor, Kelly has no reservations about immersing himself in a dense subject, mastering the details and presenting them to the public."I've got a little evangelist in me, I suppose," he said recently.Although "the apparatus is admittedly complex," he says of a law that has spawned thousands of pages of regulations, Kelly believes that many people will be able to go online and enroll on their own. He's ready to help the others."I remain in awe of the task that is before me," Kelly said, "but it feels manageable."As Kelly and other navigators settle in to their jobs, the political debate over Obamacare continues to swirl around them.Some Republicans in Congress are trying to defund the program, and opposition groups around the country are encouraging people to opt out of the Affordable Care Act's requirement that nearly everyone have health insurance. Those who don't abide by the so-called "individual mandate" must pay a tax penalty.Generation Opportunity has launched a campaign aimed at dissuading young people -- whose general good health makes them a needed demographic to help pay for the costs of an older, sicker population -- from buying into a "bad deal" that will lead to high premiums.One video produced by the group shows a distressed young woman on a doctor's examining table, her feet in stirrups, as a sinister-looking Uncle Sam character hovers over her, a speculum in hand."Don't let government play doctor," the video admonishes. "Opt out of Obamacare."In his Roanoke office, Kelly is well aware of the opposition, but he has no plans to engage it."Ours is not a political job," he said. "There are other places where grievances can be taken. That's what our political system is about."As a navigator, "I'm not making decisions for anyone," he said. "I'm not recommending anything for anyone. That is not my mandate. My mandate is to help people understand their options in a non biased way."So far, outreach groups in Virginia have not been subjected to the kind of obstruction that is happening in other states, said Ron Pollack, who is monitoring the situation as executive director of Families U.S.A., a nonprofit organization that supports the health care law.In some states, groups that received navigator grants have gotten letters signed by Republican members of the House Energy and Commerce Committee, asking for extensive documentation of their work so far.And legislatures in at least 13 states have passed laws aimed at limiting the work of navigators, according to a report last week by Health Care for America Now (PDF). The laws include residency rules, extra fees, background checks, additional training requirements and prohibitions against navigators discussing with consumers the benefits offered by different insurance plans.Pollack said his organization is aware of at least four groups that have returned their navigator grant money to the government, deciding that it's not worth the trouble."Clearly, this is intended as obstruction and harassment of these groups," he said.While conceding there has been an impact, Pollack dismissed the efforts as part of the "increasing desperation" among Obamacare opponents."The clock is ticking," he said. "The opponents of the Affordable Care Act know that as more and more people get enrolled and start getting significant help, it's going to be virtually impossible to repeal the Affordable Care Act."Once people can see how it affects them in a positive way, it's going to be hard to take that away."Other groups helpingThe rain shows no signs of letting up, but Robin Davis is getting a steady stream of people at her information booth at Pride in the Park.Carolyn Edelstein stops by to pick up a brochure about the insurance marketplace for her unemployed and uninsured daughter.She's grateful that the information is being provided to the community, but she wonders why it isn't happening in more places."It should be at every doctor's office. It should be at the mall," Edelstein says. "It should be everywhere."With limited government funds, some of the outreach efforts will fall to community organizations. St. Paul United Methodist Church in northwest Roanoke, for example, held a community meeting and is planning sign-up sessions.Health care providers are also getting involved. Carilion Clinic has designated staffers to help its patients understand what their insurance options are, which includes an explanation of what's available through the Affordable Care Act, spokesman Eric Earnhart said.Carilion is also applying to become a certified application counselor organization, which entails signing people up on the marketplace.In the most recent fiscal year, the estimated cost of charity care provided by Carilion was $67 million. Much of that involved the treatment of low-income and uninsured patients in the emergency room, and having more of those people covered by Medicaid or subsidized insurance would help Carilion's bottom line.Davis used to work for the health care giant as a software trainer. She decided to switch jobs when she saw an ad for a community outreach position related to the Affordable Care Act, described as the most sweeping social legislation since Medicare and Medicaid were enacted 48 years ago."This is historic," she said, "and I wanted to be a part of it."The Sept. 21 Pride in the Park was her first major community outreach, and Davis worried just a bit about the topic's complexity -- and its controversial nature.But she encounters no pushback on this day, except for a Bible-waving protester who quotes scriptures to the gay and lesbian festivalgoers, urging them to repent.At one point, the wide-eyed man in a dark suit approaches Davis's booth. "Do you support this?" he asks. "This homosexuality?"Davis ignores the man, and he moves on. Relieved, she turns to the next person who is there to learn more about the Affordable Care Act. 居民支持鼓舞工作人員 盡心盡力辦好澳門大賽車

澳門格蘭披治大賽車是每年一度的體壇、車壇盛事,mini storage首屆賽事於一九五四年十月三十及卅一日舉行,到今年剛好一個甲子。這享負盛名的賽事,每年不但吸引世界各地�多車手同場較量,來自不同國家和地區的旅客也親臨賽道,感受賽車帶來的震撼、緊張和熱鬧氣氛。賽事背後,一班工作人員默默耕耘,甘願放棄多個晝夜的私人時間,將全副精神和心力灌注在數天賽事裡。他們只希望憑藉自身的經驗和汗水,為場內場外的車手和觀�,呈現最完美、經典的賽事。公認最佳街道賽事與摩納哥的蒙地卡羅跑道一樣,澳門東望洋跑道也是街道賽場,以路窄、彎多著稱,而且更是全球罕有能同時舉行房車和電單車賽的跑道。澳門格蘭披治大賽車也被公認為世界最佳的街道賽事,曾被選為"十項最精彩街道賽"及"不能錯過的二十項頂級賽車活動"之一。30年工作熱情不減今年,澳門格蘭披治大賽車迎來第六十屆鑽禧,一對兄弟以成為每屆賽事工作人員為榮。謝大國和謝大民,分別任職博彩從業員及公職人員。從第三十屆起,他們便投入每年的賽車工作。當年還不到廿歲的小伙子,進場工作純粹為欣賞賽事,並抱著賺外快的心態。但到今天,他們對大賽車的工作熱情仍有增無減,且經過多年的經驗累積,兩人已各自成為賽道上,�多站台的其中兩名站長。兄弟二人稱,成為賽道工作人員,基本條件是要對大賽車及相關工作有一份熱誠。他們坦言,當年家住新口岸,距離賽道很近,自小已受賽車薰陶。雖說和大賽車結緣,但加入賽車工作後,仍須穿"紅褲仔"——先在水塘角為入場觀�查票,到第三年才派往賽道擔任工作人員。他們回憶稱,當年場地人員培訓不太系統,往往到場後才知道當天工作內容。由初次踏入車場到現時成為站長,轉瞬已三十年,為他們帶來不少人生經驗。多年來一起在賽道上與隊友並肩作戰,這份友誼與賽道上的經歷,同樣難忘。場面驚險考驗反應說到驚心動魄的場面,謝大民即談及其中一屆賽事,是他在東方彎站台工作self storage經歷。東方彎是澳門格蘭披治大賽車其中一個較具挑戰性的彎道。他當天站在貼近防撞欄位置,遠看已注意到一部戰車速度和行走方向不對勁,結果真的失控,撞上防撞欄,整部戰車撞至拋離地面。謝大民如今想起仍心有餘悸,他說:"當時戰車已飛起,在我眼前衝過來,幸好仍能作出反應,見勢色不對,立即伏下,只是頭頂被輪胎輕輕擦過受傷。"他和其他受傷的工作人員被送往醫院,經敷治後不但沒有回家休息,還返回賽道繼續站台工作。可見澳門格蘭披治大賽車在兩人心目中的地位有多重要。雖然大賽車委員會每年對賽事安全要求愈來愈高,防撞欄一屆比一屆好,但作為具備多年經驗、又經歷過賽道上危險時刻的前輩,他們在培訓新人時,總苦口婆心,要求他們謹記:身處賽道中,難以估計何時會發生意外。一旦發生也是一瞬間,所以時刻都要集中精神、提高警覺,工作時要先確保人身安全。磨練默契守紀耐勞談到對今年第六十屆格蘭披治大賽車的期望,他們讚賞新加入的工作人員是一群真正對賽車感興趣、有熱誠的年輕人,較他們更勤力上進。在培訓年輕工作人員過程中,他們希望透過每個細節,磨練他們的團隊默契、守紀和吃苦耐勞的精神。此外,因為格蘭披治大賽車已成為澳門品牌活動,他們期望藉著自己參與多屆賽事的經驗,培養更多由澳門人自行訓練的本地人站長,讓大賽車成為完全由澳門人一手包辦的大賽事,並從而帶動經濟,進一步提升澳門的國際知名度。冀賽事讓居民自豪身為澳門人,兄弟二人希望大賽車這項盛事能得到更多本地居民支持,並一直延續下去。雖然自己只是小角色,也希望多出一分力,為這項屬於澳門、屬於澳門居民品牌的體壇盛事做到盡善盡美。使得每位本地居民都對大賽車感到自豪,更讓外地旅客留下深刻印象,在他們日後提及"澳門"這個地方時,都會想起:澳門每年都會舉辦一場非常出色的賽事——澳門格蘭披治大賽車!能做到這一點,對兩兄弟及一班賽事工作人員而言,才是最大的鼓舞。mini storage

國慶逛美食節 來看你該咋停車

  物價上漲已經讓政府也扛不住了。  財政部、國家機關事務管理局、中共中央直屬機關事務管理局聯合印發了《中央和國家機關會議費管理辦法》,self storage從明年1月1日起,中央和國家機關會議費標準較以往提高10%,給出的原因就是物價上漲較快。  隨著下半年年節接踵而至、今年各地極端氣候的影響以及慣性的翹尾因素,接受《中國經營報》記者採訪的分析師認為,雖然8月CPI2.6%漲幅顯示通脹壓力尚且平和,但四季度通脹壓力加劇。CPI進入上升通道  "目前CPI處於上升周期中,如無意外四季度將升至3%左右。"浙商證券高級宏觀分析師郭磊接受記者採訪時預計。對於即將公佈的9月份CPI數據,郭磊預期,9 月CPI 同比2.9%左右,高則3.0%,低則2.8%。  他的判斷主要基於翹尾因素9月偏低;其次從高頻數據看,食品價格的環比漲幅在第二周慢下來了,所以目前通脹還不至於明顯超預期。  在影響CPI的因素中,"豬周期"效應顯著。 有機構人士認為,豬周期進入新一輪上漲周期,因為豬糧比大幅回升預示豬肉上升預期。  農博網數據顯示,目前全國豬料比價為4.66︰1,豬糧比價6.55︰1,同比漲分別為3.67%與11.99%。  9月25日全國出欄瘦肉型豬均價落至15.69元/公斤,較去年同期14.62元/公斤漲7.32%;豬肉價格落至24.14元/公斤,較去年同期23.31元/公斤漲3.56%;三元仔豬均價30元/公斤,同比漲6.69%;母豬均價1768元/頭,同比漲3.14%。不過,該機構人士認為,能繁母豬數仍維持在高位,充裕的供給有效地制約豬價短期快速上漲。  "9月份CPI同比會回升到2.9%左右,主要考慮到去年同期基數偏低。"興業證券分析師王涵認為,基數因素將推升四季度通脹。因為去年10∼11 月同樣是基數偏低,如果按照季節性推算,四季度CPI 同比將回升到3%以上。  值得一提的是,PPI跌幅收窄值得關注,這將使四季度CPI面臨上漲壓力。  8 月PPI 同比收窄至-1.6%,環比0.1%,在連續4 個月環比負增長後終於轉正,這跟PMI 價格指數大幅回升也一致。在經濟好轉的方向下,工業經營環境有所好轉,CPI 和PPI 間的差距將繼續縮小。  平安證券分析師魏偉指出,8月份PPI環比增速轉正已經出現,顯示工業生產較上半年有所回暖,從訂單和預期的數據回升好于生產的情況來看,工業生產企穩的趨勢還將持續,因此PPI環比小幅回升的趨勢也將持續。  不過郭磊也認為,PPI 環比轉正對四季度CPI造成一定上漲壓力,目前CPI毫無疑問在上升,但還沒到帶來明顯壓力的區域,市場對它的警惕性有限。多重漲價因素疊加  影響CPI的各項因素最直接的載體就是企業。眼下,多重漲價因素正逐漸壓向他們。  9月23日,國家發改委發佈關於實現油品優質優價政策的有關意見通知指出,全國範圍內汽柴油升級至第四階段時每噸分別加價290元和370元。升級至第五階段加價170元和160元。這被業界認為,這一政策可能將加大物流企業成本。  鑒於物流費用在產品價格中占比接近20%的現狀,油價上漲一定程度上也推高了通脹預期 。  傳化公路港物流集團CEO徐水波9月24日接受記者採訪時稱:"每次油價上漲會進一步壓縮其利潤,造成很大的經營壓力。" 據他介紹,油價成本占到該企業總成本的30%,油價對企業利潤影響較大。  在此之前,物流運輸業已經納入"營改增"試點,但落實中的難點卻沒能如願緩解企業的稅負壓力。"'營改增'之後我們的稅負反而增加了。"  徐水波對記者坦言,現在企業經營艱難除了油價上漲,還有"營改增"的因素,這兩個壓力共振影響企業mini storage潤較大。  自從8月1日實施營改增以來,物流企業的稅收較此前上漲3個百分點,由此前按3%上調為6%繳納增值稅。甘肅華德中鐵快運有限公司總經理鮮明給媒體算了一筆賬,"營改增"之前,他們公司屬於差額納稅,假如企業有100萬元的營業收入,90萬元可以進項抵扣,剩餘10萬元是需要繳納營業稅的,各種稅負算下來,需要繳納的稅額大約在4000元左右。但改徵"增值稅"後,還是以100萬元的營業收入計算,各種稅負算下來需要繳納的稅額大約在4萬多元,企業稅負相比之前要加重10倍左右。  "一些大企業已開始通過加價來抵消上述兩個因素帶來的上漲壓力。"據徐水波介紹,受成本上漲的壓力,"我們計劃漲價,但同時會通過提高服務水平來增強客戶的性價比感受。同時對內控制成本,以維持收入不能下降。否則,企業會扛不住。"徐水波對記者透露他們的應對舉措。  在企業內部,勞動力與原材料的成本上漲也依舊在持續。  溫州真青眼鏡製造有限公司董事長葉劍清對記者表示,現在人力與原材料上漲對他們利潤影響較大。  "今年勞動力成本上漲較快,該廠一般普通工人工資今年已從去年同期月薪約2000元左右漲至2500元。大約上漲了25%左右。"他說。  同屬勞動密集型產業的深圳市悅菲服飾有限公司經理黃偉鋒亦表示,雖然產品銷售不錯,但該企業的利潤並沒有明顯回升,這跟用工成本較高很有關係。  相比之下,主打出口市場的真青眼鏡更多了一層匯率成本。9月23日,人民幣兌美元匯率中間價報6.1475,再次刷新匯改以來高點。而今年以來,人民幣兌美元匯率中間價已累計上升1422個基點,累計升值幅度達到2.26%,大大超過去年1.03%的全年升幅。  "人民幣升值對我們壓力較大,使我們原本只有5%的利潤更加壓縮。"葉劍清有些苦惱地說。市場調控仍是主流  面對蠢蠢欲動的物價,市場都在看著央行的指揮棒將揮向哪裡。  "堅持不擴大赤字,既不放鬆也不收緊銀根,而是採取調結構、促改革的方式穩增長。"國務院總理李克強9月23日表示。  近期央行舉措更是體現了中性貨幣政策,不從緊也不偏松。面對季末和長假因素重疊使近期回購利率出現一定程度的連續走升,央行實施的是逆回購操作進行對沖。  9月24日,央行在公開市場進行了880億元人民幣6天期逆回購操作,這一規模創7 月末逆回購重�以來新高,中標利率維持在3.9%不變。有意思的是,逆回購期限由此前的7 天"臨時"改為6 天,這使得原本10月1日到期(但實際繳款將因節假日因素順延至10月8日)的這筆資金變為了9月30日到期。這意味著國慶前釋放流動性,以消減節前資金緊張。  事實上,美國QE退出推遲與8月份外匯占款重拾升勢,使得對於"錢荒"已心生恐慌的市場面對即將到來的季度節點放鬆了不少。  9月19日美聯儲並未如市場預期縮減購債規模,而是推遲了QE退出的時間點,該貨幣政策的超預期變化使資金出逃擔憂有所減輕。我國8月外匯占款在六七月份連續負增長後實現首次由負轉正。中國人民銀行最新數據顯示,8月份我國外匯占款達到273915.92億元,較上月增加273.2億元。外匯占款正重回升勢,對國內流動性供給會形成一定支撐。並且,有分析稱短期內外匯占款的回升可能性較大,9月有望延續流入趨勢。  由此對於國內流動性的影響,申銀萬國首席宏觀分析師李慧勇認為,假如QE 宣佈退出引起資金緊張,央行也會進行相應的對沖操作,不會任由資金利率飆升。  郭磊表示,三中全會之前,政策大體會保持穩定。也就是說,貨幣政策會保持中性。"李克強政府的經濟學核心是供給,這類似經濟學供給學派的思想,意味著在貨幣政策上不會做出過緊或者過寬的波動。"他說。迷你倉

這個星期,mini storage為看兩套電視劇集而弄得雙眼分叉。本來打算寫的,是《半�直樹》。《半�直樹》,日本TBS 電視台周日連續劇,由�雅人擔綱主角,講經濟泡沫年代入行的銀行家,如何與銀行內外的宿敵競標鬥爭,攀爬向上。自播映以來,劇集收視同樣一直向上,深受觀眾歡迎,大結局收視更達到42.2%,超越曾讓多少港人心動心碎的《美麗人生》,成為本世紀最高收視日劇。日經濟泡沫情節觸動打工仔過去星期,我連夜凝視屏幕,專心「煲劇」,照鏡時發現自己雙眼嚴重發光, 拇指「半集直豎」,面容全程繃緊。我肯定,《半�直樹》是令人開眼、讚歎、肉緊的佳作;朋友聚會上,人人眼袋隆起,口沫橫飛:「你追到第幾集?」一眾電視迷滴血相認,四目交投,我知道,這是又一波(來得快去得快)的香港熱潮。熱潮興起,媒體自然興奮拍掌,戮力追捧,於是從生產、文本、觀眾的角度,逐一剖析劇集——日本專家作出政經分析,解構劇集的創作背景,如何反映日本經濟金融泡沫的大時代;文化評論人現身說法,分析文本,重溫金句,解釋故事情節如何觸動打工仔,令你我每日默唸「以牙還牙,雙倍奉還」;普羅劇迷從觀眾角度奔走相告,訴說自己喜愛劇集的因由。我本來打算講《半�直樹》,因為「流行文化評論人」有責任勸勉大眾,放開懷抱,欣賞優質文化產品。正要下筆,又踟躕不前,因為這個星期,我不小心(其實是全神貫注)看了《巨輪》。文化評論依舊避談狠批《巨輪》,香港TVB 製作的時裝倫理電視劇,陳展鵬、蕭正楠當主角,以港澳雙城近三十年的大事為背景,講一對兄弟的命運,如何因應時代巨輪而逆轉。劇集本周首播,收視未知,但觀眾反應頗為冷淡——網民照舊捉錯處,在一九八ま年的香港看見二ま一三年的垃圾桶與的士;文化評論者集體冷對,認為劇集製作求其,情節犯駁,不值一提。文化評論人冷對電視,警戒世人要向(令人盲目反智的)劇集說不,已非新鮮事。過去幾年,隨�無�一邊壟斷市場,一邊製作垃圾,對此知識分子採取兩種態度——(一)堅持「三不」(不看不評不分析),然後轉移視線,搜索各地優質作品,向大眾�身推介;(二)狠毒批判。即使已經少看電視,但每逢大眾關注,例必冒出頭來,罵上幾句,內容不是製作求其、創意凋零,就是文本垃圾、觀眾反智;不是對內新不如舊,就是對外無還擊之力……總之論據寥寥,結論多多。這些說法,我十分認同。無�劇集質素低劣、影響力大不如前,都是事實。不過,這是否代表文化評論人應該從此抽身,掩臉罷看,甚至沿用樣板,重複狠批,妄下定論,不停慨嘆?看過《巨輪》,我對此很有保留。先旨聲明,《巨輪》絕對不是令人開眼、讚歎、肉緊的文化佳作。它一如其他無線劇集,充滿沙石,教人莞爾;但它同時有兩大特點,令我決定睜大雙眼,認真「煲劇」。《巨輪》營造時代感第一,它講時代。《巨輪》開宗明義,述時代變遷,論人心轉變。它的故事由一九八ま年抵壘政策實施開始,途中經歷港澳回歸、金融風暴、沙士疫症,一直講到二ま一三年。年初的《老表你好�》曾輕輕帶過近年的中港矛盾,但要隆而重之去self storage「香港三十年來的時代變遷」,上一齣大概已是二十年前的《大時代》。近年電視台劇集的時空設定,往往抽離社會、經濟、政府環境,脫離現實——劇集的背景通常似是香港,但除了在香港取景,角色講的是廣東話,其他基本與香港無關。《巨輪》這種以時代為題的創作,甚是罕見。Raymond Williams說,電視像一條永不止息的節目長流,而在長流之中,連續劇每集重複出現的「片頭」與格式,是識別節目的重要工具,也為潛藏的媒介論述提供了一種詮釋脈絡。馬傑偉曾經按此思路,分析《大時代》,指出該劇以維港夜景作背景,然後打出「大時代」三個大字的做法,暗示「劇集是關於香港一段重要時期內發生的故事」。無� 倘未棄述我城歷史《巨輪》既講時代,亦有類似的做法支持:劇集主題曲的背景是一連串社會大事片段,當中有的甚至跟劇情無關(如反國教事件);每集開首,都會加插真實的新聞片段或報章頭條,由旁白鄭重讀出……明顯試圖營造時代感,引起共鳴。作為流行文化評論人,看過《巨輪》,我很好奇:無�既然老早放棄社會背景的創作,那為何突然又會出現《巨輪》?是製作組的構思,還是另有旨意?《巨輪》縷述的時代大事,有港澳回歸、金融風暴、沙士襲港,那為何沒有六四集會、七一遊行、國教風波?當中有何考慮?文本敘述的時代更替,跟平民百姓真正經歷的究竟有什麼分別?它的論述究竟是大是小?無�近年常被批評脫離現實,遠離群眾,那這次嘗試觀眾又有何反應?第二,它觸及香港故事。無�有輝煌歷史,因為它曾經落力為香港人講故事。平民百姓亮�小箱子,既窺見其他港人生活,又明白普羅百姓為何喜為甚憂。至於最近十年,無�劇集令文化評論人頭痛,甚至耍手擰頭,同樣因為它拒絕再講香港故事,大眾電視媒介與港人的身分、文化認同逐漸脫�。這幾年我聽過專家說,時移世易,無�已經毋須再拍《大時代》、《網中人》式的「實�劇」,再去講什麼香港故事;它只會專注製作《半�直樹》式的類型劇,以各種專業為題材,談愛情、親情、友情,不痛不癢,就已大功告成。結果《巨輪》令我和專家同跌眼鏡——它向現在仍然為新移民問題吵得不可開交的香港人,呈現三十年前偷渡客到市區登記一幕;跟九十後訴說回歸前後,香港人的複雜心情……總而言之,《巨輪》的出現,意味電視劇集仍然試講關於我城的歷史故事(當然成效未明,版本亦可有爭議)。留給評論人的(大堆)疑問馬傑偉曾經對《大時代》做過文本分析,認為該劇故事重溫「香港傳奇」,再次確定資本主義在香港故事中永不言敗。那麼《巨輪》創作人流露的意識形態又如何?這如何從文本中看出來?再次嘗試講香港故事的電視媒介在刻下政經環境有何局限?觀眾(尤其是年輕一代)又有何反應?我肯定,這些都是值得文化評論人思考的問題。以上所寫,結論寥寥,疑問多多,作者明顯是個不負責任的電視迷。所以未來一周,他決定暫且(忍痛)放下《半�直樹》,(忍笑)觀看《巨輪》,盤點記錄,分析總結,只因港劇雖然夾雜沙石、充斥垃圾,但同樣有歷史,有意外,有啟示,仍值得你我留意。文阿果mini storage

What you should know before buying insurance online Tuesday

And it's finally arriving this week.On Tuesday, millions of people in Florida and across the United States will, for the first time, be able to log online and comparison-shop for individual health insurance coverage under the new federal law.Here are 10 things to know before the federal Affordable Care Act's marketplaces go live.The basics.Florida is one of 27 states using a federally run health insurance marketplace -- also known as an online exchange -- to let residents compare and shop for coverage.Accessible at healthcare.gov, the online exchanges are set to go live Tuesday. An open enrollment period will run from Oct. 1 through March 31, 2014.People who wish to have coverage in place by Jan. 1 must enroll in their plans by Dec. 15.The healthcare.gov site will prompt users to input information like age, location, gender, Social Security number and current policy number (if applicable). It will then show a list of available plans, as well as coverage details and pricing, and eligibility for federal subsidies or Medicaid. You can then choose to purchase a plan from the ones available.-- Plans are split into various tiers.Insurers will offer plans on five tiers: platinum, gold, silver, bronze and catastrophic.The four "metal" tiers come with different costs and benefits. Platinum plans will carry the highest monthly premiums and the lowest out-of-pocket costs like co-payments and deductibles. Bronze plans will have the lowest monthly costs but higher out-of-pocket costs.The fifth option, catastrophic coverage, is available for people 30 or under and certain low-income residents. These are high-deductible, low-premium plans that are not eligible for tax credits.-- How much will it cost? Depends.The federal government won't provide an under-the-hood look at specific plans until the online exchanges go live on Tuesday. With so many variables to consider -- age, gender, location, income, smoking habits, coverage networks, deductibles, co-payments, etc. -- it is impossible to predict exactly how much someone might pay.However, the U.S. Department of Health and Human Services announced last week that, on average, health insurance premiums for plans purchased through the online exchanges will be about 16 percent less than originally projected. In Florida, that means a 27-year-old making $25,000 a year would, on average, pay a $218 monthly premium for a middle-tier plan, before any tax credits.The Obama administration said prices will be especially competitive in areas like South Florida where several insurance companies are offering multiple plans. In Miami-Dade and Broward counties, premiums will be among the lowest in the state. Miami-Dade has nine insurers offering a total of 141 different plans, and Broward has at least eight insurers offering a total of 136 plans.A 29-year-old Broward resident, on average, would pay a monthly premium of $91.62 for the lowest-cost catastrophic plan, $136.80 for the lowest-cost bronze plan, $185.62 for the lowest-cost silver plan and $201.31 for the lowest-cost gold plan, all before any tax credits. In Miami-Dade, a 29-year-old resident, on average, would pay for the same plans $116.36, $173.74, $216 and $255.67 a month, respectively, before tax credits.Not surprisingly, the prices of premiums rise with the age of the insured.A 55-year-old in Broward would be paying, on average, $272.62 a month for the lowest-cost bronze and $401.18 a month for the lowest-cost gold plan -- the least-expensive rates in the state. The same hypothetical 55-year-old living in Miami-Dade would pay an average of $346.23 a month for the lowest-cost bronze and $509.51 for the lowest-cost gold plan, before tax credits.-- Everyone will receive 10 essential benefits.The Affordable Care Act requires that all health insurance plans offered through the online exchanges provide at least 10 "essential benefits."They are: hospitalization, emergency treatment, outpatient services, maternity and newborn care, mental health and substance abuse services, prescription drugs, rehabilitative services and devices, laboratory services, preventative and wellness services and chronic-disease management, and pediatric services with dental and vision care.-- Subsidies may help cut the cost of coverage.The federal government will defray some costs of health insurance coverage through subsidies -- tax credits -- that it will pay directly to insurance companies. Individuals and families who earn between 100 percent and 400 percent of the federal poverty level ($11,490 to $45,960 for an individual, and $23,550 to $94,200 for a family of four in 2013) may be eligible for sliding-scale subsidies to help pay for premiums.Of the seven million or so people that the government projects will enroll in health insurance through online exchanges in the next six months, about six million are expected to qualify for subsidies. In Florida, an estimated 1.7 million residents will be eligible for subsidies, according to the non-partisan Families USA.Two caveats: You may not be eligible for a subsidy -- even if you fall within the income requirements -- if your employer offers affordable coverage that meets federal requirements. And, the only way to qualify for and receive a subsidy is if you enroll 迷你倉or a health insurance plan through the online exchanges, healthcare.gov.-- Pre-existing conditions are no longer a factor -- but smoking is.Under the Affordable Care Act, insurance companies are no longer allowed to deny coverage based on pre-existing medical conditions. But smokers should expect to pay a surcharge for their coverage. When signing up through the online exchanges, people will be prompted to answer whether they smoke, and prices will change depending on how they answer.-- Patience may be necessary."Like any law, like any big product launch, there are going to be some glitches as this thing unfolds," President Barack Obama said Thursday. Earlier that day, administration officials announced that at least two elements of the exchanges -- a portal for small-business owners and a Spanish-language site -- would be delayed.Owners of businesses with fewer than 50 employees will still be able to compare plans and coverage options starting Tuesday, but they won't be able to sign up workers until at least Nov. 1. And the Spanish-language site, CuidadoDeSalud.gov, will not be able to enroll people for another few weeks."Initially things may well be confusing and frustrating as the signup system goes live," said Steven Ullmann, professor at the University of Miami School of Business Administration and director of its Center for Health Sector Management and Policy. "It will be interesting to see how easy individuals find it using the website or alternative ways to sign up with various aids in place to help decision-making."-- Help is out there.Hundreds of people and organizations in Florida have received federal funding and training to serve as "navigators," helping consumers and businesses sort through the online exchanges and make sense of their options. Navigators must provide free assistance and may not recommend specific plans."We are unbiased, so we don't recommend one plan over another," said Karen Basha Egozi, a navigator and CEO of the Doral-based Epilepsy Foundation of Florida. "We just listen and provide the information each person is trying to access. As far as the plans go, it will be an individual situation. The one-on-one is important."In addition to navigators, more than 40,000 insurance brokers and agents have gotten federal certification to help walk people through the enrollment process on the federal exchanges. Humana, for instance, is beefing up its retail centers and co-sponsoring community events where information about the exchanges is available. Florida Blue has nearly doubled its agent workforce in the state and expects heavy traffic in its retail centers."We feel like people are just going to want to have that interaction," said Jon Urbanek, a Florida Blue senior vice president. "We're going to have a lot of feet in the street."Questions about the enrollment process also can be answered by calling a toll-free hotline, 800-318-2596, or by logging on to a live, private chat at healthcare.gov/chat.-- You will pay a penalty if you don't have health coverage.Americans who choose not to carry health insurance will have to pay a penalty unless they meet one of a handful of exceptions, such as being a member of a federally recognized Native American tribe or have such a low income that they are not required to file an income tax return. Also, Floridians who would have qualified for Medicaid under the Affordable Care Act's new income limits will not pay a penalty because the state refused to expand Medicaid coverage.For the rest, the penalty next year for not having health insurance is 1 percent of a person's annual income or $95 per person per year, whichever is higher. The penalty increases every year; in 2016 it will be 2.5 percent of income or $695 per person.Children also must have coverage. The fee for uninsured children is $47.50 per child in 2014, up to $285.-- You may not have to use the online exchanges.The exchanges are mainly for the uninsured and people who cannot get affordable coverage through their employer. The majority of Americans, about 85 percent, already have coverage through their jobs, and they likely will not buy policies on the exchanges.Others who won't need to shop for insurance on the exchanges include the roughly 12 percent of Americans covered through Medicaid and the Children's Health Insurance Program. Also, people 65 or older on Medicare do not have to enroll. All six Magic Valley wineries now have tasting rooms open to anyone, and their winemakers are hungry for a spot in your cellar.So make a local tasting tour an all-day adventure: Choose a few wineries and a driver. Leave time to wander the vines or chat with the vintners. Ask for the stories behind the wineries' quirky labels. And come home with new wines to love.That's what tasters who swirl a glass at Hegy's South Hills Vineyard and Winery are doing."They're usually asking me how to get to the next one," owner Frank Hegy said.Now is a perfect time to visit tasting rooms. Early summer is the first of two annual releases for Idaho wineries, so even people familiar with Idaho vintages can find something new.The Idaho Grape Growers and Wine Producers Commission hasn't yet organized a wine tour in south-central Idaho, member Bill Ringert said, because the region has too few wineries, too far apart."We'd love to see it," said Ringert, co-owner of Hammett's Cold Springs Winery.But there's no need to wait for the commission. Magic Valley's wineries are arranged along the Snake River and linked by highways, and our story package today makes a personal tasting tour easy to plan.A note on winery etiquette: If you taste everything and buy nothing, you'll leave a sour taste behind you. Chatting and serving in the tasting room consumes a lot of time for little return, said Dr. Paul Monahan, owner and winemaker at Hagerman's Thousand Springs Winery."It's a little discouraging," Monahan said. "It's a big black hole. There's so many wines out there; the competition, it's really very competitive."But Buhl winemaker James Holesinsky is more bullish on southern Idaho wines: "We're the new hottest area for tastings."Cold Springs WineryWhen to go: The tasting room is open year-round from noon to 5 p.m. on Saturdays and Sundays, and at other times by appointment; 366-7993. Eight or 10 tasters is all Cold Springs can handle well without special arrangements, co-owner Bill Ringert said; call ahead if you want to bring more.Ringert and his wife live on site, and winemaker Jamie Martin and the vineyard manager are often there, so you have a good chance of catching them for a tasting without an appointment.Find it: Take exit 112 from Interstate 84 to reach 7853 W. Ringert Lane in Hammett; coldspringswinery.com. After a greeting by a friendly dog, you'll stand at the tasting room's granite-topped counter, surrounded by photographs of southern Idaho geology.The room is pretty, but more like an office than anything else; on a warm day, you might opt for the sunflower-lined patio instead. The desert setting has Snake River Canyon rim rock on all sides, and expanses of sagebrush next to the 33 acres of vines.What you'll pay: Tastings are free, except for large groups.In your glass: Cold Springs' reds are merlot, syrah, pinot noir and cabernet sauvignon, and this month Cold Springs released a new blend of cabernet sauvignon, syrah and merlot. (Tempranillo grapes are planted but not in production yet.) Whites are chardonnay, riesling, viognier and pinot gris.Cold Springs' most popular is its Hot Rod Red blend of merlot, syrah and cabernet franc. Last summer Cold Springs rebranded all of its other wines with "-ology" suffixes, but Hot Rod Red kept its name. ("Don't kick a good horse in the teeth," Ringert explains.) Now Hot Rod Red is surrounded by names like Meteor/ology -- that's a pinot gris whose label chatter links it to thunderstorms and global electrical circuits.During a visit to the tasting room, you can sample at least five varieties, occasionally with crackers."During the middle of the week, it's limited to what we have open," Ringert said. "On Saturday and Sunday, we always anticipate that several groups will come through, so we pretty much pour tastings of the entire spread."The experience: Take the 30-second walk from the tasting room into the winery operation and huge cellar to hear an explanation of the wine-making process. Here it's on a larger scale -- and with more impressive equipment -- than at many of south-central Idaho's other wineries.Hegy's South Hills Vineyard and WineryWhen to go: Hegy's offers tastings by appointment from early April until the end of October, then closes for the winter. Call 599-0074.Find it: It's at 3099 E. 3400 N. among Twin Falls farm fields; that's exactly four miles south of Kimberly Road on Eastland Drive, on the southwest corner.The backyard concrete winery has a small bar for tastings, and a pair of upholstered chairs. It's a friendly room -- a little like your buddy's garage -- and far from pretentious. You might find it cluttered with "cheap wine" kitsch and piles of cases. Don't bring along too many friends on cold days; there's room for about 10 inside the building at once.What you'll pay: Tasting is free.In your glass: For retail sale, Hegy's specializes in riesling, so there's just one wine to taste. And there's no food involved. But you'll get personal attention from Frank Hegy, the owner and winemaker.This fall, he hopes to add a cabernet and a chardonnay, from other vineyards' grapes.The experience: The 22-year-old operation is small but you can see it all, including the century-old, 2-ton Italian basket press. Hegy and his helpers do everything from an acre of vine cultivation -- supplemented by purchased grapes and juice -- through labeling, bottling and corking on site.Thousand Springs WineryWhen to go: Tastings are by appointment, year-round; 837-4557 or 420-2198, thousandspringswinery.com.Find it: 18854 U.S. Highway 30 (that's halfway between mile markers 189 and 188) near Hagerman. You'll find the big tasting room and its distinctive spruce-wood bar inside the winery, amid two riverside acres of vines nourished by drip irrigation and fish emulsion fertilizer.Once home to Black Angus, the winery is a converted barn, and its cooling unit is a former chicken coop. Now heavy timbers frame the entrance, and the tasting room is outfitted with antique doors, cabinets of local wood, classy metal fixtures, panels of art glass and Afghan rugs on a rough floor of stained concrete. The result is a destination that would be at home in anybody's wine country.What you'll pay: Tastings are free for small groups, or $5 peself storage person for groups of 10 or more.In your glass: Thousand Springs has four varietals hand bottled and corked on site, from its own hand-picked grapes and other local grapes: rose, chardonnay, syrah and merlot. Taste as many as you want. Almost always, visitors talk to Dr. Paul Monahan, owner and winemaker. No food here.The experience: "If they're interested, we do a little tour of the winery and show them how everything works," Monahan said. Watch for Hungarian oak barrels, a pretty paver patio near a cattail-lined koi pond, an orchard and a backdrop of Snake River Canyon rock.Snyder WineryWhen to go: Summer tasting hours -- June through September -- are 1-9 p.m. on Fridays and Saturdays, and 1-5 p.m. on Sundays, or other times by appointment; 543-6938. (When the winery switches to winter hours in October, Sundays will drop out of the regular tasting schedule.)You'll need appointments for wine-making tours and dinner reservations for the restaurant at Snyder Winery, formerly called Blue Rock. But you can just drop in for a wine tasting during restaurant hours -- and order desserts or appetizers, if you like. The tasting room and grounds are spacious; bring as many friends as you want."And spend the whole evening if you like," co-owner Russ Snyder said. The staff doesn't turn the tables during the course of an evening, so feel free to linger.Find it: You'll find this unexpected little gem at 4060 N. 1200 E., in farm country west of Buhl. Restaurant tables on a window-enclosed deck surround a sophisticated tasting room, and you'll find more in the garden. The tasting room is outfitted with leather barrel chairs grouped around a piano and fireplace, on a rug-warmed floor of glowing wood.What you'll pay: It's $5 for three tastes of about an ounce each.In your glass: Snyder Winery has eight wines to choose from, all made on site from its own or other Idaho grapes: riesling, chardonnay, white syrah, merlot, cabernet sauvignon, syrah, cabernet franc and a Big Wood River Red blend of syrah, cabernet sauvignon and cabernet franc. Claudia Snyder is co-owner and co-winemaker with her husband; she or a restaurant server will handle the wine talk.Pretzels and crackers are free, or you can order an hors d'oeuvre platter from the restaurant.The experience: Start your visit during daylight, because this winery's grounds are gorgeous. Think fountains, bridges, benches, lamps, lawns, streams, stone walkways, pretty pots, lavish flower beds, a rose garden. The newest addition is a pavilion sheltering patio tables.Holesinsky Organic Vineyard and WineryWhen to go: Tastings are noon to 5 p.m. Saturdays and Sundays, and by appointment on other days; 543-6940 or 420-9887. Even on Saturday and Sunday afternoons it's a good idea to call first, in case the facility has been rented for a wedding reception, class reunion or the like. An appointment for tasting also ensures a one-on-one experience with owner and winemaker James Holesinsky.The tasting room can accommodate about 10 people; there's outdoor seating for 50 in a garden overlooking the Snake River Canyon.Find it: To reach 4477-A Valley Steppe Drive, north of Buhl, watch for the vineyard's big sign on Clear Lakes Road; holesinsky.com.You'll find a low but welcoming building of stucco and brick studded with barrel ends. Inside is a sleek tasting room designed and lighted like a tiny art gallery. You'll stand at a bar of stained concrete. Outside, a weeping willow towers over a wooden deck, a fountain plays in a pond, and a stream intersects the rolling, boulder-strewn lawn.What you'll pay: A $5 tasting fee covers the first flight of five wines. Or pay $20 per person for an experience that includes in-cellar barrel tasting, cheeses paired with individual wines and more attention from the winemaker.In your glass: The first flight consists of Purple Octopus syrah, Fat Men merlot, Della's Ghost riesling, Vortex chardonnay and Pink Unicorn rose.The $20 tasting introduces a variety of private reserve wines. Holesinsky's single-barrel releases include a seven-varietal red blend, a tempranillo, a malbec "and some other surprises," he said. "That's our new thing -- small-lot releases."The experience: During a tasting, you can tour the newly built underground wine cellar and wander the canyon-rim site with its year-round waterfalls.Novice home winemakers interested in learning about harvest can pay a consulting fee to come back in the fall for hands-on experience with Holesinsky.Carmela VineyardsWhen to go: Tastings are seven days a week, year-round: 10 a.m. to 9 p.m. Mondays through Saturdays, and 10 a.m. to 8 p.m. Sundays. Carmela makes all of its wines from Idaho grapes -- both its own and grapes from small southern Idaho vineyards.The newest release is Wine-A-Rita, Carmela's summer wine. It's a $13.99 chardonnay blend that pairs well with chicken. "It has a little bit of a margarita flavor, and we're going to put it over ice with a bit of lime," bookkeeper Yvonne Decker said.For a tasting, you'll choose five wines from the list of 18 -- staff recommends three reds, a white and sweet -- and get crackers with your wine. An employee (perhaps manager Domonique Sykes) will handle the wine talk.The experience: Behind the tree-lined entrance you'll find the most developed and tourist-friendly of south-central Idaho's wineries -- and the least personal.It's a wedding-worthy setting: Landscaped grounds and 30 acres of vineyards (labeled by variety) surround the winery on a slope overlooking the Snake River.
